To import goods for resale, confirm the product and supplier first, assign the exporter and importer, calculate the full landed cost, prepare commercial documents, then ship to a receiving point that can turn the goods into sale-ready stock.

This process applies whether you sell through a marketplace, your own website or a wholesale network. A shipment of commercial inventory is different from a personal purchase: the seller, importer and receiver need accurate product and transaction records, and some goods require approval before they can be sold.

ShipaX can review a proposed shipment from the USA, UK, Germany, Spain, South Korea, Japan or India to the UAE, Saudi Arabia or Australia. The available service, product acceptance and delivery endpoint must be confirmed for the actual route and quote.

Start with Your Selling and Receiving Plan

Before paying a supplier, decide where the stock needs to be after import. The final receiving point changes the packaging, labels, delivery booking and cost plan.

Selling ModelLikely Stock DestinationQuestion to Settle Before Buying
Marketplace fulfilment stockAn assigned marketplace fulfilment centre or an agreed preparation facility. What seller-generated shipment, carton and appointment details are required?
Seller-fulfilled marketplace or website stockThe seller's or a contracted fulfilment provider's local warehouse.Who will receive, store, pick and pack customer orders?
Authorised reseller inventoryA business, partner warehouse or approved channel receiving point. What brand, supplier, batch and SKU records must be preserved?
Wholesale stock for shopsA wholesaler's warehouse, distributor or retail receiving point. Can the receiver accept the carton or pallet quantity and unloading method?

If you are considering a marketplace programme, identify its exact receiving workflow. An Amazon or noon seller account does not automatically make the marketplace the importer of your goods. Explore Import Shipping for Authorised Resellers or Explore Wholesale Shipping.

1. Verify the Supplier and the Actual Goods

Ask who the legal seller is, where the stock is physically held and who manufactured each product. The country you buy from may be different from the country of manufacture, which matters for origin claims, product markings and some customs treatment.

Get a finished SKU list before committing to a large order. For each item, collect its model or variant, materials or ingredients, unit size, label images, expected shelf life and any battery, liquid or aerosol details. For branded products, obtain the supplier and authorisation records needed for your selling channel. Transporting a product does not grant permission to resell a brand.

Before paying, agree the quantity, price, currency, ready date, packaging and what happens if the goods fail inspection or cannot be imported. Ask for a sample or independent product check when the order value or product risk justifies it. Do not rely on a generic catalogue description if the finished stock differs by formula, battery configuration, market label or model year.

Agree the Supplier Handover

Write down the agreed trade term and named place in the sale contract. Incoterms® rules allocate delivery, risk, transport and customs tasks between buyer and seller, but the parties must still identify the exact location and what each service provider will do. A supplier saying “shipping included” does not by itself answer who arranges export, pays destination charges or acts as importer. Read the ICC's Incoterms® 2020 overview.

Confirm whether the supplier can hand the goods to a collection provider, must ship them to a receiving point, or will arrange the international movement. Check any domestic transport, export handling, waiting, storage and repacking charges before agreeing the purchase price.

2. Check Product Eligibility Before Dispatch

The exact finished product, transport mode and destination determine whether the goods can move and what documents are needed. A category label such as “toys,” “cosmetics” or “electronics” is not an acceptance decision.

Product GroupInformation to Collect EarlyPossible Additional Review
General Cargo and ToysMaterials, intended use, retail labels, age guidance and any battery details.Destination safety or conformity requirements.
Beauty and CosmeticsFull ingredients, claims, label images, batch details, packaging size and alcohol or aerosol content.Product registration or restricted-goods checks; transport classification for certain formulations.
SupplementsFormula, dosage, claims, manufacturer, batch, expiry and remaining shelf life.Destination classification and applicable food or therapeutic controls.
Perfumes and Essential OilsFinished formulation, quantity, packing and safety data where relevant.Dangerous-goods classification and carrier or mode acceptance.
Battery-powered ProductsBattery chemistry, capacity and whether batteries are installed, packed with equipment or spare.Transport instructions, marks, packing and any additional documentation.

If an approval is required, establish who is eligible to apply and when it must be obtained. A shipping quote cannot make an unapproved or prohibited SKU eligible for import. Review Restricted and Prohibited Items.

3. Assign the Parties Responsible for the Shipment

Several companies may handle one import. Assign the roles in writing before goods leave the supplier. One business can hold more than one role, but that should be explicit.

PartyConfirmed Responsibility to Assign
Buyer or resellerPays for the goods, verifies the SKUs and selling rights, and provides accurate transaction information.
Supplier or exporterSupplies the invoice, packing and product records and completes the export tasks allocated by the sale contract and local rules.
Destination importerHas the legal ability to import the goods, supplies required registration and approvals, and is responsible for its import obligations.
Customs broker or authorised declarantPrepares and submits the applicable import declaration under the importer's authority when appointed.
Transport providerCarries the goods and performs only the collection, shipping, document or delivery tasks included in its agreed scope.
Final receiverConfirms the address, hours, booking, unloading and proof-of-receipt process.

ShipaX's quote should state whether it includes collection, transport, document coordination, customs-broker coordination or final delivery. It should also identify what the supplier, importer and receiver must arrange. ShipaX is not automatically the importer of record or the holder of a product approval. See How Our Shipping Service Works.

4. Calculate the Landed Cost Before You Order

The supplier's unit price is only one part of the cost of stock ready to sell. Ask for an itemised quote and check which costs belong to the purchase, transport, import and receiving stages.

Cost StageItems to Check
PurchaseProduct price, samples, payment charges and currency conversion.
OriginSupplier dispatch, collection, local handling, export formalities and any storage or consolidation.
International TransportFreight or courier charges, chargeable-weight basis, insurance if arranged and special handling.
Destination ImportCustoms duty, applicable taxes, declaration or broker charges, product approvals and inspection costs.
Final DeliveryDelivery to the agreed business, warehouse or marketplace endpoint; any booking, waiting or unloading charge.
Sale PreparationReceiving, labelling, repacking, storage and inventory checks where those services are contracted.

For planning, add the purchase and applicable movement, import and receiving costs, then divide by the number of saleable units actually received. Keep marketplace commissions, customer-order fulfilment and sales returns in a separate selling-cost forecast. If an import tax can be reclaimed by an eligible business, it may still be a cash-flow cost even if it is not ultimately part of the stock's economic cost; confirm the accounting treatment with your tax adviser.

Also ask what can change the amount after the initial quote: the packed weight or dimensions, supplier-ready date, product classification, inspections, storage, delivery appointments or a change of destination. Do not assume duties, taxes, approvals, insurance or marketplace fees are included unless the quote expressly says so. Explore Business Shipping Costs.

5. Prepare the Commercial Shipment File

The supplier's commercial invoice should show the actual seller and buyer, finished goods, quantities, unit and total values, currency and transaction terms. The packing list should match the goods physically packed, including carton contents, package count, weights and dimensions.

Depending on the route and goods, the file may also need a transport document, export filing, import declaration, origin proof, product permit, conformity evidence or dangerous-goods documentation. The exporter, importer, broker and transport provider should confirm who prepares each item. A retail receipt or marketplace carton label may not be enough for commercial customs work.

Reconcile SKUs, quantities and values across the purchase order, invoice, packing list and receiving instruction. Correct differences before the supplier releases the stock. See the Business Shipment Document Checklist.

6. Confirm the Destination Import Procedure

The importer or appointed broker should confirm the actual entry point, declaration, classification, customs value, origin evidence and product-specific requirements. Do not apply personal-shopping allowances to stock bought for resale.

Importing for Resale into the UAE

Identify the importing business, emirate and final receiver. For its declaration service, Dubai Customs lists an invoice, packing list, certificate of origin and a permit from the relevant restriction entity where applicable. The importer or broker should confirm the accepted documents and approvals for the actual goods and entry point. Explore Commercial Import Shipping to the UAE · Dubai Customs declaration guidance.

Importing for Resale into Saudi Arabia

Identify the Saudi importer and check the conditions for the exact products. ZATCA lists a commercial invoice and bill of lading among the initial documents, notes when a certificate of origin may be unnecessary, and directs importers to check for product-specific certificates or registration. The importer or broker should confirm the applicable declaration process before the shipment arrives. Explore Commercial Import Shipping to Saudi Arabia · ZATCA import instructions.

Importing for Resale into Australia

The Australian importer or licensed customs broker follows the applicable declaration procedure and checks duty, GST and other charges for the consignment. Some goods have biosecurity conditions, supporting-document or permit requirements; the importer can check the actual product in BICON. Explore Commercial Import Shipping to Australia · Australian Border Force import declarations · Check BICON.

7. Plan Transport to the Exact Receiving Point

Agree where the supplier hands over the goods and where the booked service ends. “Delivered to the UAE,” for example, does not establish whether the endpoint is an airport, a business warehouse or a scheduled marketplace facility.

Give the transport provider the receiver's legal name, address, contact, receiving hours, carton or pallet details and any appointment or reference number. If products need labelling or repacking before delivery, confirm the location and provider for that work. Do not assume a warehouse, marketplace preparation or direct fulfilment-centre delivery is included in international transport.

Where an inspection, customs hold, incorrect document or refused delivery occurs, the responsible parties should know who will respond, how extra charges are handled and whether the goods can be redirected or stored. Explore Marketplace Stock Delivery.

8. Receive, Reconcile and Release Stock for Sale

Customs release and a carrier delivery scan do not prove every unit is ready to sell. The receiving business should count cartons and units, compare them with the invoice and packing list, inspect visible damage and record any shortage or discrepancy.

For marketplace stock, check the platform's actual received and saleable inventory record. For a reseller or wholesaler, reconcile SKU, batch, expiry and condition data before updating the catalogue or offering stock to shops. Keep the final transport, customs and receiving records under the applicable recordkeeping rules.

Sale-ready stock means the imported goods have cleared the required checks, reached the agreed receiver, matched the expected quantities and met the selling channel's requirements. The person responsible for listing or distributing the goods should confirm that final step.

Frequently Asked Questions

Do I need a business importer to buy goods for resale?

The destination import must have an eligible importing party under the applicable local procedure. Identify that party and its responsibilities before dispatch. An overseas supplier, marketplace or transport provider does not automatically become your importer.

Is the country I buy from the product's country of origin?

Not necessarily. A supplier may hold goods made in another country. Ask for the actual manufacturing-origin information and any evidence needed for the import declaration or an origin-based claim.

Can I use a retail purchase receipt instead of a commercial invoice?

A retail receipt may omit the legal parties, finished-product descriptions, origin information or values needed for commercial import. Ask the supplier and importer or broker what invoice information is required for the actual shipment.

Are duties and taxes included in a shipping quote?

Only if the itemised quote says so. Ask which party pays customs duty, applicable taxes, broker charges, inspections and product-approval costs, and when payment is due.

Can I import goods before a marketplace listing is active?

Import eligibility and marketplace acceptance are separate checks. You still need a lawful importer and a valid receiving plan. If stock is intended for a marketplace fulfilment centre, confirm its listing, shipment reference and inbound requirements before arranging that handover.

Does a customs release make the goods ready for resale?

No. The receiver should still check quantity, condition, labels, traceability and any channel-specific receiving status. Product approval or selling rights may also require separate confirmation.

Can ShipaX handle the whole process?

The available tasks depend on the origin, destination, goods and agreed quote. Ask for an itemised scope showing supplier handover, international transport, document or broker coordination, any special handling and the exact delivery endpoint. The buyer, supplier and importer retain responsibilities assigned to them.
